2024 Fantasy Outlook
Winn, the Rangers' first-round draft pick in 2018, looked like he was on his way following a breakout 2021 season at Double-A Frisco, which included an appearance in the All-Star Futures game and being named the Double-A Central Pitcher of the Year. The path to MLB has since stalled at Triple-A Round Rock, where he's issued a passel of walks (166 in 222.2 IP, 6.7 BB/9) and his HR/FB spiked over the last two seasons. The right-hander was eventually moved to the bullpen in June, but Winn's results didn't improve much. His fastball still lives in the 92-95 mph zone, but whatever action and deception worked at Double-A did not fool Triple-A hitters. The good news is that Winn pitched well in Puerto Rican Winter League, which potentially sets him up to compete for an open No. 5 starter job for Texas. The 24-year-old struggled at Round Rock last season with a 7.22 ERA and 97:79 K:BB over 101 innings, and he'll likely need better performance in 2024 to have a real chance at making his MLB debut.

Winn logged a 2.41 ERA, 0.86 WHIP and 107:31 K:BB in 86 innings last season, with 19 starts coming at Double-A and two starts at Triple-A. Texas has one of the easiest rotations to break into in the league, and Winn is easily the Rangers' best pitching prospect with upper-level experience, so his path to playing time is clear. His fastball, changeup and curveball are each plus offerings, so the main thing Winn needs to work on is cutting down on the walks (9.3 BB%). Depending on whether the Rangers add anyone after the lockout, Winn could be one of the team's three our four best starting pitchers in big-league camp. However, he is not on the 40-man roster yet. It's a matter of when, not if, Winn makes his big-league debut this season. He is not so elite that there won't be ups and downs, but he could eventually be a strong No. 2 or No. 3 starter if he stays healthy.
